If for instance Your Excellency were to designate

informally some representative Heads of Departments who

would be consulted in the first instance (not necessarily

submitting a scheme for criticism but for the purpose of

gathering material and arguments for some Boheme) and

were to afford the Secretary of state an opportunity of

considering their representations on each occasion of

concern to the interests of the Bervice, to our mind the

necessity for an organisation would entirely disappear.

We have in the meantime suspended taking any action

in the matter,
